I wonder what exactly causes this driver to have “nervios”? Perhaps it’s the old school license plate?

I’m still not sure what the person was nervous about. Maybe just a general state of being.
I’ve been looking at this picture for about 3 minutes trying to figure out why the driver would have “nervios” and I finally figured it out…
For those 3 minutes the driver hasn’t moved an inch… and there’s a “No Stopping Any Time” sign right there… He/She is scared that a ticket will be issued because the car in fact is stopped…
